The Green Climate Fund (GCF) is a new global fund created to support the efforts of developing countries to respond to the challenge of climate change. GCF helps developing countries limit or reduce their greenhouse gas (GHG) emissions and adapt to climate change.

During 11-14 of September, a GCF Structured Dialogue with Eastern Europe and Central Asia, took place in Dushanbe, Tajikistan. Over 130 participants from 13 countries in the region took part in discussions to strengthen their climate partnership with the Green Climate Fund, and access the climate finance needed to realise effective climate action.

Fondul Verde pentru Climă (FVC)/Green Climate Fund (GCF) este un nou fond multilateral, care a fost inițiat de părți în cadrul Convenției-cadru a Națiunilor Unite privind Schimbările Climatice în decembrie, 2011 ca o entitate operațională a mecanismului financiar în baza Articolului 11 al Convenției, cu privilegii și imunități de entitate juridică cu funcționare eficientă la nivel internațional și cu o capacitate juridică necesară pentru exercitarea funcțiilor sale și protejarea intereselor sale. În conformitate cu alineatele (4) și (6) din Instrumentul de guvernare, FVC va fi responsabil și va funcționa sub îndrumarea CONUSC.

Crearea mecanismului de coordonare interinstituțională are drept scop stabilirea aranjamentului instituțional de coordonare a procesului de angajare a Guvernului Republicii Moldova cu Fondul Verde pentru Climă (FVC). Având în vedere obiectivele de adaptare și atenuare a schimbărilor climatice, stabilite în Strategia Republicii Moldova de adaptare la schimbarea climei până în anul 2020 și Strategia de dezvoltare cu emisii reduse a Republicii Moldova până în anul 2030, cât și obligațiunile Republicii Moldova față de Convenția-cadru a Organizației Națiunilor Unite
Procedura de necontestare pentru proiectele Fondului Verde pentru Clima (FVC/GCF), rolul și funcțiile Autorității Naționale Desemnate (AND/DNA)

AND-urile sunt instituții guvernamentale, care servesc ca interfață și platformă de comunicare dintre țară și FVC. Mandatul AND-ului presupune acțiuni semnificative și ambițioase care vor contribui la combaterea schimbărilor climatice prin promovarea unei paradigme către emisii scăzute și durabile. Obiectivul principal de activitate al AND-ului este angajarea sa în atragerea mijloacelor financiare ale FVC-ului, în vederea finanțărilor programelor / proiectelor de țară în domeniul schimbărilor climatice, în conformitate cu strategiile și programele elaborate de Guvernul Republicii Moldova.

The fourteen countries that make up the regions of Eastern Europe, Caucasus and Central Asia are all affected by climate change, which manifests itself through extreme weather events such as floods in the Western Balkan countries or long droughts in parts of Central Asia. Additionally, aging infrastructure leading to energy inefficiency, and high levels of inequality and vulnerability are further compounding these challenges.

SONGDO, 04 JUL 2018 The 20th meeting of the GCF Board ended today in Songdo, following four days of challenging and difficult discussions between Board members. Whilst positive decisions were made on important issues, such as a financial plan to manage the Commitment Authority of the Fund as it approaches replenishment, the Board was not able to add to its portfolio of 76 projects. Nor was the Board able to reach consensus on new policies in support of its investment criteria, or to add new partners as Accredited Entities.
The Green Climate Fund
GCF is a new global fund created to support the efforts of developing countries to respond to the challenge of climate change. GCF invests in adaptation and mitigation activities in developing countries, managing a project portfolio that is implemented by its partner organisations, known as Accredited Entities.
