The adaptation process in the Republic of Moldova is based on a sectoral and cross-sectoral planning approach in order to promote the gradual integration of adaptation into government priorities at all levels.
The decision-making framework on climate change adaptation is supported by regular planning and implementation tools, called National Adaptation Plans and Sectoral Adaptation Plans, as well as monitoring, reporting and evaluating tools.
National Adaptation Plan (NAP) - a planning process that implements country-wide mid-term and long-term adaptation actions formulated in the SAP according to the sectoral strategies and programs of climate change adaptation. As adaptation is a continuous process, the development of NAP is an iterative process that takes into account current and future vulnerabilities by planning and implementing adaptation actions that have to reduce vulnerabilities and establish resilience at national and subnational levels, following a gender-sensitive (equal opportunity), participative and transparent approach.
Sectoral Adaptation Plan (SAP) - a planning document/process that formulates and implements mid-term and long-term adaptation actions, contributing to increasing sector resilience. Like NAP, the SAP is iteratively elaborated, considering sectoral needs to mitigate vulnerabilities based on priority adaptation actions. SAP follows a gender-sensitive (equal opportunity), participative and transparent approach.
The prepared NAP is submitted to the Government for approval, it will be updated every 4 years, based on the implementation progress.
Integrated Adaptation Plan (IAP) - is a variety of SAP, integrating adaptation into sectoral planning (policy strategies, plans), resulting in an integrated planning document that formulates and implements priority actions of adaptation to climate change within sectoral plans.

The institutional framework for implementing the climate change adaptation process is ensured by the National Commission on Climate Change (NCCC), together with the central and local public authorities.
The NCCC coordinates and promotes the implementation actions of the climate change adaptation strategy in the Republic of Moldova, the appropriate mitigation actions at national level, as well as the mitigation and adaptation provisions of the United Nations Framework Convention on Climate Change.
The NCCC includes, in addition to its Secretariat, representatives of key stakeholders: sector ministries, NGOs, academia, research and development institutions, private sectors, women's associations. Such an organizational structure of the NCCC includes actors of horizontal, cross-sectoral and vertical integration, representing sectoral/national levels, thus ensuring a multi-party framework with interactions between government and the civil society representatives.
