The monitoring and evaluation framework requires monitoring based on 3 levels:       

a) Micro-level monitoring 

This level of monitoring aims the evaluation of the adaptation results of the implemented actions within sectors based on projects, programs, actions with distinct objectives and direct, tangible and observable results related to time, etc.

Reporting indicators at this level are sector-specific adaptation actions (output indicators) from the SAP or NAP. The obtained results are reported internally at the ministry level, usually on an annual basis, unless otherwise stated in the indicator sheet.

These indicators can be changed at each successive planning cycle, and can be aggregated to be included in the medium and macro level reports. The responsibility for providing information on these indicators lies with the authorities responsible for implementing the adaptation measures.

b) Meso-level monitoring 

Meso-level monitoring allows to follow the progress of sectoral or territorial-geographical (eg. regional) adaptation, depending on the choices made during the SAP or NAP planning phases. This level is the main reporting level at sectoral level.

Based on the aggregation of sectoral information, this level allows to track the effectiveness of the adaptation planning process as well as the extent to which sectoral vulnerabilities have been reduced. The medium level of monitoring also allows to pursue the enabling framework (regulatory and legislative conditions) of implementing the adaptation actions.

The indicators that allow the collection of information at this level of monitoring are the outcome indicators (process/ adaptation/ vulnerability indicators) as well as output indicators at the sectoral level. The indicators are adapted to the specific themes prioritized by the sector and take into account the constraints perceived at the sectoral level.

At this level, data is also collected on the basis of thedriver indicators (cross-sectoral) of the adaptation process, thanks to which changes are made at sectoral and national level. For the first NAP these indicators are related to: financial and human resources, ability to plan adaptation, level of knowledge on climate risks and vulnerability.

 c) Macro-level monitoring

This level of monitoring allows to follow, as a whole, the evolution of the national adaptation planning process. This implies data collection based on sector-specific indicators, both objective indicators that are geared towards achieving sectoral objectives and national objectives directed to the country's increased resilience, where economic growth and poverty reduction are not negatively affected or limited by climate changes, as well as process indicators that help establish the sector-wide process of adaptation.

These indicators provide information on the dynamics of the adaptation planning process in general. Usually, at this level, indicators depend on the aggregation of data from lower-level indicators (e.g. data on adaptation funding for each sector).
