  • The Republic of Moldova strengthens its capacities to access the financial resources of the Green Climate Fund

    The Ministry of Agriculture, Regional Development and Environment will develop a Country Programme on climate change adaptation and mitigation so that our country could benefit from projects funded by the Green Climate Fund - the world's largest fund to support developing countries in climate change adaptation and mitigation practices. In this respect, on the 4th of May 2018, a workshop was held in Chisinau in order to identify the national priorities in the area, to increase cooperation and communication between institutions managing climate change areas and to stimulate the development of the legal framework which will facilitate the access to the Fund's financial sources. The event brought together representatives of the central public authorities, the private sector, civil society together with delegates of financial and banking institutions, as well as representatives of NGOs and women's associations.

    At the beginning of the event, the head of the Soil and Subsoil Protection Service of the Ministry of Agriculture, Regional Development and Environment, Victor Găluşcă, said that continuous cooperation and collaboration between governmental institutions and the private sector will streamline and boost the Country Programme process and of the national legal framework required to obtain funding.

    "Developing a Country Programme on climate change adaptation and mitigation is the first mandatory step to get funding. All stakeholders will be involved in the process of getting acquainted with the basic principles of the Green Climate Fund, with the opportunities it offers and how to co-operate with it. At the same time, we are initiating the process of identifying national priorities that need support in climate change mitigation and adaptation, and we will also begin the process of consultation and training to develop procedures at the national level so that our country will become eligible and have the high capacity to attract the projects of the Green Climate Fund as soon as possible", said the head of the Soil and Subsoil Protection Service of the Ministry of Agriculture, Regional Development and Environment, Victor Găluşcă.

    At the same time, the official mentioned that in our country, the Ministry of Agriculture, Regional Development and Environment is the National Designated Authority (NDA), a key point contact with the GCF Secretariat and other interested parties and which, together with government institutions, civil society, and private sector will set country's priorities for accessing the Fund's financial resources.

    In the context of identifying priority funding activities, Ala Druţă, leader of the project "Support to the Republic of Moldova in the establishment and strengthening the National Designated Authority, development of the strategic framework, and preparation of country programme", talked about the access to Fund resources and types of eligible projects.

    "Micro, small, medium and large projects will be financed under the form of grants, loans, shares or guarantees. There are certain conditions imposed by the Fund for potential beneficiaries to demonstrate the feasibility of the project and the capacity to develop and implement such projects. GCF is ready to provide funding for projects ranging from several hundred thousands of dollars to hundreds of millions of dollars", said Ala Druţă.

    The FAO representative in Moldova, Tudor Robu, mentioned that the agriculture sector is one of the most important in the country's economy but also very exposed and vulnerable to climate change, for this reason the prioritization of agricultural issues as investment areas of GCF is a primary objective for the Republic of Moldova.

    In order to ensure transparency in the process of providing a "non-objection letter", the coordination of the investment process with national priorities for reducing greenhouse gas emissions and climate change adaptation, the coordination of the process of accrediting national institutions to GCF through direct access, the Fund recommends the establishment of a Coordination Mechanism, at a national level.

    In this context, the Ministry of Agriculture, Regional Development and Environment benefits from the support of the Climate Change Office implementing the project "Support to the Republic of Moldova in the establishment and strengthening the National Designated Authority, development of the strategic framework, and preparation of country programme". The purpose is to develop the capacity of the ministry team as the National Designated Authority to manage the GCF's operational process, to communicate effectively with the Council and Secretariat of the Fund, and ultimately to prepare the institutional and legal framework of the Republic of Moldova, so that our country could directly access the projects funding from the GCF resources. The Project will also provide logistical support to governmental, private and non-governmental institutions, including other stakeholders seeking accreditation with this Fund and will provide support in the preparation of the Project proposals to be submitted for funding.

    It should be noted that the Green Climate Fund is one of the main instruments for financing adaptation measures specified under the Paris Convention of the United Nations Framework Convention on Climate Change (UNFCCC). The Fund's activity is to support the effort of the countries to keep global warming below 2 degrees Celsius by providing financial support to developing countries in order to limit or reduce greenhouse gas emissions and adapt to climate change. Through this support, our country could achieve its climate change mitigation and adaptation goals.
