  • Central public authorities will plan climate change mitigation and adaptation expenditures in the state budget

    Starting in 2019, central public authorities will plan state budget expenditures on mitigation and adaptation activities. In order to identify the necessary expenditures on the priority sectors of the national economy, the officials participated in a workshop of planning climate expenditures within the national public budget. The event was organized by the Ministry of Agriculture, Regional Development and Environment, with the support of the Climate Change Office, within the project "Support to Republic of Moldova in establishing and strengthening the NDA, development of strategic framework, and preparation of country programme for engagement with Green Climate Fund (GCF)". 

    "Financing for combating climate change aims to reduce greenhouse gas emissions and increase their storage capacities, reducing vulnerability and maintaining and increasing the resilience of human and ecological systems to the negative impacts of climate change."This international definition can be used to help to clarify the term "climate change financing" at a national level. There is no unique methodology for climate budget tagging, so each country develops a methodology adjusted to the national situation", said the Climate Change Office manager, Vasile Scorpan, when discussing with the central public authorities' representatives.

    In this context, during two days of training, analysis, debates and practical exercises, the representatives of the central public authorities, as well as members of the working groups involved in the planning and budgeting process in the fields of agriculture, regional development, and finance, were informed about the significance of the national public budget climate tagging in order to identify the country's needs for climate change mitigation and adaptation, they found out the necessity of the climate tagging procedure in the national public budget and identified budgetary expenditures related to this phenomenon.

    At the same time, through practical exercises, the participants learned to apply the sector budget climate tagging, including the application of the phased procedure. They also, filled in a form of climate tagging analysis and quality assurance.

    "In the Republic of Moldova, 80 percent of the greenhouse gas emissions are from energy production, transport, buildings and waste. Being a member of international organizations, our country has the obligation to contribute to the reduction of these emissions by 78% until 2030. Proper expenditure planning will help achieve this target", said Ion Comendant, a representative of the Energy Institute.

    During the workshop, Ala Druţă, the manager of the project  "Support to Republic of Moldova in establishing and strengthening the NDA, development of strategic framework, and preparation of country programme for engagement with the Green Climate Fund (GCF)", talked about the allocation and direction of financial means towards climate change mitigation and adaptation activities in agriculture, environment, energy, as well as about the attribution of climate relevance to budgetary activities, stating that: "Many of the development activities can contribute to reduce vulnerability to climate change. Agriculture, water resources, forestry, health, transport and energy are priority sectors in need of climate change adaptation investments. These sectors directly affect the way of people's life, especially those from rural areas, which are more affected by climate change impact."

    At the end of the workshop, the representatives of the central public institutions agreed to develop a communication network that will increase the knowledge of the specialists in the field and will aim to plan investment expenditures in mitigation and adaptation activities.
